Asphalt is a man made conglomerate that consists of sand and aggregate that is injected with hot oil. As the oil cools it hardens locking the aggregates in place. Over time the elements and traffic break down these components causing spalding and cracking; allowing water to saturate the base washing out the fines. In winter climates water trapped under the asphalt will freeze and thaw causing frost heaves and further deterioration. If these problems are not corrected as they occur, the asphalt will quickly deteriorate and need to be replaced.
